Part of JWA turns into milky colour

Dear Master Cho and Community, this is my first time making JWA. I used Palm Oil, KOH (decrease KOH by 15% when using Palm Oil) and soft water (8 ppm rain water). I live in a tropical climate and the temperature was at around 26-28 degrees Celsius. I made for a total of 20L.

The end result was having about 3 to 4 L of milky liquid (picture 1) on top of clear JWA (picture 2). I tried mixing the solution again and let it rest for another 24 hour but the milky liquid still sit on top of the clear JWA (they don't mix at all). Can I still use the milky part and it will function properly as normal looking JWA? Thank you for the kind response.
