These are great questions.
1. If you can maintain the temperature of JMS between 20C and 24C consistently throughout the whole process of brewing, then drenching JMS weekly during the month before planting should have a very pronounced positive effect on soil, given that the soil is not frozen and the quality of your JMS is sufficient.
Here in Eastern Europe (44° NORTH) we sow lettuce and spinach during the last week of February so, if weather allows, I start applying JMS on soil as early as late January.
2. The amount of JMS used during Soil Foundation work before planting should be between 5ml and 500ml per square meter, depending on your acreage.
You can use 500L of JMS on area as small as 1000 square meters.
But the same 500L of JMS can also be stretched to an area as large as 100,000 square meters if you have large acreage.
I am not sure about irrigating JMS for 9 hours straight, though. Usually it takes 15 to 50 minutes depending on the equipment used.
